Layer showing memorial plaques, based upon a unofficial theme. Can be expanded to have multiple types of memorials later on

• This layer is shown at zoomlevel 9 and higher
• This layer will automatically load walls_and_buildings into the layout as it depends on it: preset a memorial on a wall snaps to this layer (memorial.presets[1])
